According to the traditional theories,public utility belongs to natural monopoly industries.It should be monopolied by the state or it should be operated by the private enterprises under the state's regulation.Because by the means of controlling the price,market entry,service quality and so on,the state can not only avoid the waste of the resources,but also enhance social welfare.However,under this business model,public utility has no competitive pressure,which will result in low efficiency.Since 1970s,the developed countries,represented by the united states,have reformed the public utility.The reform was tending to emphasize the importance of market,loosen regulation and introduce competition in the departments which were suitable for competition.Up to now,the regulation reform in the developed countries has experienced a cycle from deregulation to regulation,and has made great achievement.Since the policy of reform and opening to the outside,the Chinese government has also taken some reforms of public utility,which have achieved a lot.But at present there are also many problems.In this thesis,the author takes telecommunications industry as an example,analyses the problems in the process of our public utility reform,and absorbing foreign experience probe into the next reform of our public utility.The thesis is divided into six parts.The first part gives a definition of public utility,points out the relations between public utility and natural monopoly industries,and furthermore,analyses the characteristics of public utility,which can give readers a clear idea about public utility.Based upon this,the thesis introduces two traditional business model of public utility and makes a comparison between them.The second part briefs the definition,measures and content of regulation,and analyses the traditional theoretical basis of regulation of public utility.The third part concerns public utility's deregulation reform.It first analyses the reasons for deregulation,and then taking telecommunications industry as an example,presents the reform practive in the developed countries.However,on the one hand,deregulation can stimulate enterprises to promote efficiency,on the other hand,it also brings about some new problems.In view of this,the governments begin to reconstruct regulation systems. So the forth part is about the reconstruction of regulation.This part firstanalyses the definition of regulation,then introduces the practive of reregulation abroad,and at last generalizes the law of regulation reform.The fifth patt analyses the present situation and problems of our public utility reform,taking telecommunications industry as an example. The last part is author's some thoughts on perfecting the regulations to telecommunications industry in our country.In this part,the author puts forward his opinions on how to perfect the regulations to telecommunications industry in our country.
