Building An Ecological Province Of Economic Policy Research

An ecological province is the province whose all parts is responding to the points of sustainable development and in which social economy and ecological system can gain well-coordinated development. The ecological province is the best realization method of ecological construction. A systemic thought is need to set up an ecological province and we should design eco-economic behavior well according to the circular rules of eco-system. So we can change the traditional social-economic development mode principally and implement the whole development of economy, society and environment. To get to the aim, a coordinating policy and law system should be established and the just economic policy is important very much to erase the market or government external.The paper looks backward the changes of domestic and abroad economical acts and economical policy with the relation to ecological environment. The theory and practice of ecological economy and circular economy is introduced. At the same time, something about ecological construction in China and several countries is introduced too. Citing sandong province as an example, we analyses:1.Analyses about resource , environment and economy. At first, the lack of mine, woods, water and land, ecological degradation is analysesd. Then, discuss the distance from ecological province' s objects. Secondly, from the analyses about economical mode, energy consumption, a conclusion is drew out that a demand about changing sandong province' s traditional economical mode is emergency to meet necessary of better economical policy.2. Limit factor of economical policy. From above analyses, that about degree of economy policy and its mechanism will play an important role. As an result, the paper combine ecology system and economy system in one using benefit of ecology and economy development in view of abroaddeveloped manners.(1) The ignorance and hert to ecological system. Financial policy, taxation, credits policy are analyzed to find something out of circular economy theory.(2) Deeply analyses are presented to look for essential relation, and come to the point why it is very important to establish an economical policy system according to objects of economical province construction.3. Reseach about economy policy system to improve the construction of ecological province. Through above analyses, the paper proposes a new economical policy system just for ecological province construction with circular economy method. Under the theory foundation of circular economy, the policy system is in view of subject fluidness points and develops a controlling method. Therefore, its four main parts come into being: protective mine policy, clean manufacture policy, ecological consuming policy and comprehensive using policy.4. Reseach about guarantee mechanism. The paper focuses on the way of realizational countermeasures which include economy computing mode, valuing method of governmental success in economy development, presenting method of the policy system, capital guarantee mechanism.
