The Government Functions In The Ecology City Construction Take Datong, Shanxi Province For An Example

It is pointed out explicitly that we must make transition of the resource-orientedcities at the Party’s Seventeenth Congress. Our country has taken Datong as theexperimental unit of the economy transformation of resource-based city. Based onextensive foreign or domestic existing research achievements， taken many coursetheoretic as to guide， the thesis uses empirical study， qualitative and quantitativeanalysis to discuss the government functions in the ecology city construction.The thesis first expatiates the current situation and progress of the ecological cityconstruction of Datong. Then it analyses the government functions to realize theharmonious progress of society， resources， economy， environment and humandevelopment. The municipal government of Datong makes scientific and reasonableurban development planning， implements adjustment of industrial structure，eliminates the energy intensive and highly polluting industrial， provides institutionalguarantee and policy support， realizes the new patterns of development which arerecycle economy ecological city and energy-efficient and environment-friendly societyThere are still several limitions of the government regulation during the construction ofeco-city， the pollution of coal industry can not be eliminated in a short time，the greenGDP accounts system needs to be improved. The government should strength the rule oflaws and regulations to save resources， improving index system of eco-city，thusmaking a scientific and reasonable strategy for the future.Eco-city construction is the requisites for sustainable development and ecologicalcivilization. Under the guidance of Marxism ecological civilization， use the experienceof other advanced countries for reference， in order to achieve the whole advancementby enhancing public ecological awareness and values， legal system and institutional building，technical renovation， mechanis m improvement and citizen participation.
