The Police Open System

The publicity is one of the fundamental issues of the police's affairs. Since October lst.1999.when it had begun to be nationally carried out, it has produced effectiveness on the building of police's troops, the police's affairs and for the people. It is a breakthrough to the traditional ways and a mark of the reform, and will thoroughly change the present strategies on the police work and on the public security in China. But, it is urgent that the theory be deeply investigated, and its system, improved. In this essay, the author looks at its necessity from Sino-Western Social-historical background, then raises "the basic theory of police's affairs", a theory of twelve aspects. Building of the system builds the four mainstays of the opening system including the basic principles, subjects, contents and procedure. "The system of situation and suggestion" briefly illustrates the present condition of opening, and raises counter measures. "The system of supervision and relief may promote the right times as well as the building of police troops and the police affair law, certainly, it directly guarantees the construction and function of the opening system. The above parts have their own value respectively. What's more, they constitute an organism and build up the necessary basic framework and elements.This article consists of four chapeaus with fifty thousand words.
