On The Honest And Clean Government

At present, Chinese corruption is still so serious as to impair the party-mass and cadre-mass relations, disturb the stability of the society and even spoil the power of the governing party and the very existence of the country. The causes of corruption are many. Our party and the government have exerted great effort in fighting against corruption and promoting honesty and uprightness, but no remarkable results have been achieved. In the author' s personal opinion, the root of serious corruption lies in the imperfect system of government information publicity, perfecting information publicity system will play an important part in building an honest and clean government. When the National Government Information Publicity Directorate hold its first meeting on June 26, 2004 in Beijing, He Yong, secretary of the Secretariat of the Central Committee, deputy secretary of the Central Commission for Discipline Inspection of the CPC, director of the National Government Information Publicity Directorate, pointed out, "Government information publicity gets at the root of building the Party and the government and fighting against corruption. It is also a great strategic measure taken by our party to develop socialist democracy and construct socialist politics at a new stage in the new century. " What actually are the key policies against corruption? We can propose a lot from many aspects, such as education, supervision, legality. But the author raises that at present only freedom of information is the one that can be operated well and that can achieve practical results. If government information publicity is defined as a basic policy that must be pursued with major efforts, it will be vital in the thoroughgoing fight against corruption. The system of government information publicity in ourcountry is still in its beginning stage, so it needs to be perfected urgently in legality and regulations. The thesis starts from the serious problem of corruption and the imperfection of government information publicity. By analyzing the present condition of government information publicity and the existing problems, the author attempts to suggest ways to perfect the government information publicity system so as to build a "sunny" government and prevent corruption from breeding and spreading.The thesis is made up of parts: introduction, main body and conclusion.In the introduction, the thesis generalizes and summarizes the experiences as well as the deficiency in corruption combat and government information publicity, followed by a proposal to build an honest and clean government by enhancing government authority transparency and perfecting government information publicity system.The first part of the main body discusses the relation between building an honest and clean government and the government information publicity system. First, the root of serious corruption is analyzed. Then the author demonstrates the function of government information publicity in building an honest and clean government from three aspects: 1) information publicity changes the way of power execution; 2) information publicity changes the way of supervision; 3) the value of information and the effective use that can be made of.The second part of the main body compares and contrasts various systems of government information publicity. It begins with an historic investigation of the emergence and development of the government information publicity system. Then efforts are concentrated on an analysis of the present situation and imperfections of Chinesegovernment information publicity. The experience of government information publicity in other countries is used for reference to illustrate that the government information publicity system in China is in need of immediate perfection.The third part of the main body puts forward ways of constructing the government information publicity system: affirming citizens' rights to be in the know in the Constitution, making laws concerning government information publicity, and perfecting auxiliary rules and regulations.The forth part of the main body ponders deeply over Chinese building an honest and clean government and government information publicity system from two angles: citizen and social foundation as well as the internationalizing tendency of corruption combat.In the conclusion part, the author looks forward to the future of Chinese corruption combat and information publicity system, pointing out that the goal can be attained through reform and with a developing ideology.
