Henan Province Agriculture Human Resources Development And Management System

Agriculture is the lifeblood of economic development of Henan Province. Development and management of agricultural human resources is not only self-demand of Henan agriculture, meanwhile, it's also an important precondition of society health development and society steady.Development of agricultural human resources is a systemic project which involved government, organization, market, culture, and other factors. And its realization mainly depend on wholly quality improvement of agricultural human resources and development of agriculture and rural economic by measures of education, health care, training, transferring, and others.Quantity and quality of agricultural human resources in Henan Province were analyzed in the paper. And agricultural human resources were divided into four groups of rural labors, agricultural technicians, agriculture administrative persons, and agriculture corporation staff members. And then, the detailed administration and development schemes were putted forward aiming at different group levels. Meanwhile, combine these schemes together and systemically study the way to accelerate development step of agricultural human resources.Compare with other industries, agricultural human resources has characteristics of large quantity, big difference in quality, not easy to develop and administrate. Therefore, agricultural human resources should be developed and administrated systemically with foresight. In the policy of agricultural human resources, different policy should be adopted for different group people: "Sunlight project" is for rural labors, "Innovation action" is for agriculture technicians, "Torch project" is for agriculture administration persons, and foster agriculture enterprisers.According to features of agriculture in Henan Province and practical start of agriculture industrialization, agricultural human resources should rationally combine agriculture industrialization in the development and administration of agricultural human resources. Quality of agricultural human resources could be improved by construction of agriculture education system and technique services system in all aspects. And in further, rapid development step of agricultural human resources can accelerate agriculture economic development in Henan province, and serve construction of rural modernization better.
