With the progressive development of society,human resources management has become the key part in further improvement of social productivity.What's more,a scientific,effective and rational allocation of human resources not only contributes to a better human resource structure,but also determines its operational activity and long-term dynamics to some degree.State Administration of Market Regulation(SAMR)has officially established in2018,which is an important year in deepening the reform of CPC and national institutions.The establishment of SAMR has become a symbol of New Era of market regulation.All the reform can be seen as the process of overcoming difficulties,especially in basic level.District(county)-level Administration for Market Regulation which has always worked as executors of all market supervision function is representative in optimizing human resources allocation.In existing market supervision system,the human resource allocation is still traditional and extensive.The problems of rationalizing the relationship between market supervision environment and the human resources management in basic level and nourishing a rational,scientific and optimal person-post matching so as to make the market supervision develop in effective,accurate and scientific way are what this paper study on.On the basis of human resources management theory and relative research at home and abroad,this paper analyzed the influence and principle of human resources allocation as well as in the area of market supervision system.All the above paves the way for analyzing the human resources allocation of J District Administration for Market Regulation.Based on the cadres reality in J District Administration for Market Regulation,this paper made systematic and multidimensional analysis on its human resources by using questionnaire and data analysis.Then this paper found that there was a gap in its human resources,and the allocation is imbalance and irrational.Besides,by making questionnaire,this paper found the contributing factors to human resources allocation and provided data support for the way of optimization.This paper deeply analyzed problems in human resources allocation of J District Administration for Market Regulation.In order to promote the more rational and scientific human resources allocation,this paper put forward methods,including mechanism and system construction under top-level design,scientific employee-post evaluation system,rational inside management creativity,institution and post streamlining and integration,and science and technology support,so as to effectively improve its allocation efficiency.
