Since the 18th national congress of the communist party of China,the depth and breadth of China's reform and opening up have been strengthened.As far as public management is concerned,the solidification model of government functions brought about by the planned economy era has been unable to adapt to the new era of rapid economic development,and the traditional public management methods,concepts and systems have to change with The Times.To ensure that China's rapid economic growth becomes the new normal and the relationship between the government and the market in economic interaction should be straightened out,further decentralization and simplification of administration should be made to achieve the improvement of efficiency,efficiency and the quality of public administration.Human resource management of public sector is an important part of public management and the foundation and guarantee for the orderly development of social productive forces.In the 1990s,new public management theory entered the research horizon of Chinese scholars,and its achievements also attracted China's reform advocates who are committed to the goal of public management reform.New public management theory is based on modern economics and enterprise management theory and method.The human resource management of the public sector can draw on some innovations and models of the new public management theory to improve the efficiency,organization,flexibility and authority of the public sector.This paper combines the new public management theory with the actual development of China's public administration human resource management and the actual needs of institutional reform,provides a practice base for the new public management theory and promotes the public sector administrative reform.This paper discusses the "enterprise reengineering government" based on the new public management theory,and discusses how to give full play to the advantages of human resources management of the yunnan survey team of the national bureau of statistics,so as to better fulfill the mission and responsibility assigned to this team by the state council.Of course,in the process of reconstructing the yunnan survey team of the national bureau of statistics,the differences of vertical management systems should be fully considered,and the theoretical and practical exploration and research should be carried out.The first chapter of this paper introduces the background,significance and research methods of the research.The second chapter,from the perspective of new public management,briefly introduces the possibility of the sinicization of new public management theory.The third chapter introduces the difficulties and causes of human resource management in yunnan investigation team.The fourth chapter is about the problems proposed in the third chapter,and USES the related theories of new public management to study the countermeasures,and puts forward the solutions and measures.This article puts forward the application of relevant theory of new public management,public sector human resources management how to establish performance evaluation indicators,combined with the national bureau of statistics survey team of yunnan system,performance evaluation and assessment of the actual use of the balanced scorecard index design principle,design the survey team at the county level and the team post personnel system of balanced score.
