Said Control Relationship Theory

"Law" and "implement" are a pair of categories in Chinese philosophic history. Their counterparts in military field are military strategy and military technology. This thesis states with the elemental cause of warfare, i.e. cultural conflict and follows the demonstration line of the dynamic evolvement and developing course concerned with military strategy and technology. It analyzed the historical and cultural forming conditions of the idea "Concentrating on Strategy while neglecting technology" and " Concentrating on technology while neglecting strategy" .Furthermore, it lays based on the eliminating the unilateralism of both ideas development perspective and thus illustrates the necessitarianism that military conflict is to cultural conflict that low-grate implement-law layer is to high-grade one, reflecting the outstanding relationship between military strategy and military technology in wars . In addition, the thesis points out the trend that the advantages of Western technology and Eastern strategy are to blend together through the analysis of modern warfare. The development of future warfare is one of a further mixture of military strategy are technology, one of military-technology-oriented, and one of focusing on war subject technology side by means of mature theory. It is called "Technology is applied to strategy, while derives from technology .Both go in abreast." Then, the thesis presents practical rules and principles for developing countries and those that can not boast of technology.
