On The Issue Of Human Rights In The North - South Relations After The Cold War

The role of human rights in international relations is a novel and traditional problem, which have been always paid close attention to by international community. The human rights theory is tied to international relations, which originate in European Renaissance period and reflected the challenge of representing the theology of the feudal influence and religious authority and putting forward on behalf of the natural school of the capitalist class at that time. Human rights is a concept from the west, which modern meaning originated from 14 to the 16th century in Renaissance. In the sense of the strictness, as a general political theory concept, " human rights " is 17th century at first, the European capitalist class put forward in the struggle to object to feudal autocratic system in the 18th century. Western scholar Hugo Grotius, Thomas Hobbes , John Locke , Rousseau expand and supplement the human rights theory from different respects. The third world developing country and vast oppressed people and nation become the main power for the strive for basic human rights gradually.The main difference of human rights issue in the north and south relations after cold war behaves in four aspects: First, both sides in the north and south produce difference in administration of justice after the cold war. Second, both sides' difference on this question is the international anti-terrorism in the north and south after the cold war. Third, the focus of disputing in human rights of both sides concentrate on the right of national self-determination. Fourth, dispute of the human rights and sovereignty. Third, the formulation of the human rights issue in the north and south, is an inevitable outcome that the developing countries safeguard national developing right and contravene western hegemonism. Fourth, " the highest view of human rights " planted deeply in the American people's psychology, which is another important reason why the human rights issue in the international north and south is produced . The view of human rights of U.S.A. originated from Europe, but had formed and different from the western human rights idea gradually in the course of its development, which have formed the superior theory of human rights.
