The Korean Peninsula of Northeast Asia holds a very important geopolitical position.The tensions triggered by the DPRK nuclear issue have made the peninsula an international hotspot.Because of the Korean War,the Korean Peninsula split into two countries.After the end of the Cold War,the situation in Northeast Asia has undergone great changes:the establishment of diplomatic relations between Russia and South Korea,the collapse of the Soviet Union-DPRK alliance,the alliance between United States and South Korea as well as the United States and Japan has been strengthened and continued to hold joint military exercises.The new situation in Northeast Asia made North Korea feel fear and uneasiness,so North Korea established a "nuclear nuclear" strategy to enhance nuclear deterrence to ensure the survival of the regime.In March 1993,the DPRK announced its withdrawal from the Nuclear Non-Proliferation Treaty.To solve the DPRK nuclear issue,Northeast Asian countries and the international community have made a lot of efforts,but the DPRK nuclear issue has not been solved with a good solution which has become the biggest problem of security and stability troubled Northeast Asia.After 1992,the South Korean government is divided into two political factions,the Korean society has gradually transformed into the differences and conflicts of the ideological values between the conservative and progressive forces."Conservatism" is the tendency to adapt to and be accustomed to the existing social order,while "progress" is to reform and pursue new order.As for the cognition of "North Korea","Unification" and "South Korea US alliance",there is a difference between the conservative and the progressive forces.There is a fierce conflict between political forces with different theories as for North Korea issue,which is known as South and South conflict."South and south conflict" refers to the so-called contradiction in South Korean society that is the sub-system of the so-called "left and right" contradictions,and that is the contradiction between progressives and conservatives.President Kim Young-Sam came to power in 1993.Although he was a conservative,he was the president to practice the middle way.As the Kim Young-Sam administration has shown a conservative and progressive attitude towards the North Korean nuclear issue.In theory,the middle path is the ideal political attitude.During the Kim Young-Sam government,he adopted a"middle way" political attitude,but he did not have a clear policy towards the North Korean government.Moreover,in practice,he does not have any feasible policy measures.Therefore,he is being evaluated as a non-consistent president.After Kim Dae-Joong came to power in 1998,he adopted the "Sunshine policy".Since then,in 2003,the Roh Moo-Hyun administration inherited the sunshine policy and put forward "The policy of peace and prosperity".The two governments emphasize "through dialogue to resolve the North Korean nuclear issue" and to promote inclusive policy and to promote the exchange between North Korea and South Korea,and economic assistance to the North Korea.After the North Korea nuclear issue,although the progressive ruling party expressed its warning to the North Korean government on formal occasions,but continued to promote exchanges and economic assistance to them.In addition,in order to solve the North Korean nuclear issue,South Korea has actively engaged in contacts and cooperation with the four major powers(the United States,China,Russia and Japan),but there are different views between South Korea and the United states.Although the Conservatives have urged the progressive government to change its policy towards the North Korean government,the Progressive Party has been always adhering to the sunshine policy.It led to conservative debates and South and South conflicts.Since the February of 2008,President Lee Myung-Bak came to power,the South Korean government has taken a tough policy toward North Korea.Lee Myung-Bak administration has adopted a "nuclear free,open and 3000" concept,which is that North Korea seeks progress first on the issues of denuclearization,reform and opening up,then South Korea gives the appropriate assistance to North Korea.But Lee Myung-bak's policy toward North Korea caused resentment from it.After Pak Geun-Hye came to power in 2013,she put forward the policy of "Korean Peninsula trust process" to North Korea,otherwise it brings very little effect.After the issue of the Korean nuclear issue,the conservative ruling party took tough measures towards the North Korean government,emphasizing cooperation with other friendly,countries such as the United States and Japan,while the relations between China&South Korea,Russia&Korea deter:iorated sharply.As for the North Korean nuclear issue,the progressive and conservative parties have different views and policies towards North Korea.This paper mainly studies "He comparative study of past many Korean governments when dealing with the North Korean nuclear issue".Firstly,the definition and concept of conservatism and progressivism,the characteristics and differences of Korean conservative and progressive parties are discussed,and then the differences between the two parties and their recognition differences towards the Korean American alliance and North Korea are analyzed.It also discusses the policies of the government of the past dynasties and their measures to deal with North Korea,the contents of the dispute within Korea,the presidents' responses to foreign diplomatic,the views of scholars and so on.Then,it compares and analyzes the strengths and weaknesses of the past governments' response to North Korea,and derives the attitude and the future direction that South Korean government may adopt towards North Korea.
