| Legitimacy is a key concept in the political science field. In party politics era, political legitimacy is the question that any party must face to and must be paid attention to, the primary condition that party in power operates effectively too. Lacking legitimacy can result in weakening of legitimacy even comedown of ruling status of party in power. It is the people's choice and the choice of history that the Communist Party of China obtains the leadership in wartime by the revolution. But with constant promotion of reform and opemng-up and globalization tide, Communist Party of China gradually loses legitimacy resources that were effective in revolutionary war era and face a series of contradictions and crises in transformation period. New period, reinventing legitimacy in power of Communist Party of China is important to improve ability of administration, is the only route to avoid the destruction of the Party and nation, and is primary choices of keeping party's advance, prosperity of the nation, social harmony and happy of people t forever.The preface part of this text analyzes and proves that legitimacy is important to politics ruling and country's steady from two respects of theory and practice. In theory, legitimacy, meaning people admit and support voluntarily politics ruling and reign of political party, is one key concept in political science field and is precondition of any politics ruling and reign of political party. In practice, the end of the 20th century, Communist Party of the countries of Soviet Union and eastern Europe, Congress Party of Indian, Professional Group of Indonesia and Institutional Revolutionary Party of Mexico have lost regime, caused the situation of " crisis of political party " of the latter stage of the 20th century. The reverse examples and situations enlighten us: Lacking legitimacy resource, facing legitimacy crisis, can cause party in power weakening and forfeiture of the ruling status. So discussing and analyzing the legitimacy problem of the Party in power not merely have a theory meaning, and the meaning of realistic practice with significance.First part, explain several basic problems of legitimacy in line with the principlefrom the superficial to the deep in general political science terms at first, and then form a basic theory frame about the Party in power, which offers the theoretical coordinate for afterwards some analysis and argumentation. (1) I discuss the formulation of the legitimacy p-oblem at first from the basic characteristic of "power " ---Efficiency and exclusiveness, then put forward my own understanding about legitimacy concept and explanation on the basis of analyzing the political philosophers' legitimacy opinion correctly. Namely legitimacy fits for not only written laws, but also laws through people's heart changes of the factor as various kinds of consciousness and culture, etc. legitimacy means people's voluntary approval and support to regime. Answer why party in power must conform with " law ". (2) Discuss how keeps and strengthens legitimacy issue of the Party in power, namely sum up and summarize three kinds of resources that the party in power must rely on ---Performance, ideology and Constitutionalism, then reveal legitimacy of the Party in power is comprehensive function of three resources. (3) After answering three problems, " what legitimacy is ", "why must fit for it " and "how to keep ", I sum up and explain two major characteristics of the legitimacy on party in power further: Complexity and diversified unified, two-way and inter-effect unified. (4) Explain and analyze four implicit levels of legitimacy - -Country, system, party in power , political leader , in order to seek and build correct way of keeping and reinventing legitimacy on party in power. (5) In order to clearly understanding and mastering legitimacy theory on party in power, I finally distinguish with three concepts interrelated with legitimacy concept ---Political authority, legalizes and legitimacy crisis.Second part, summarize and introduce historical enlightenment that the foreign parties in power offered for Communist Party of China during the process of obtaining, keeping even losing legitimacy, mainly including Communist Party of Soviet Union and party in power of the capitalist countries. At first retrospect the process of the former Soviet Union Communist Party obtaining, keeping and losing legitimacy in power finally, then summarizing three enlightenments for reinventing legitimacy in power of the Communist Party of China: Prevent from rigid or vague ideology, set up and improve constitutionalism system and Overcome Substituting functions of the Party forthose of the government, in order to prevent from developing the mistakes in the Communist Party of China which Russian Communist Party had made. Secondly, Though political party of capitalist countries and the Communist Party of China belong to two kinds of political parties of different nature, from practice and course of legitimacy in power of the western political party, we can find many significant experiences to Communist Party of China. The author mainly summarizes beneficial experiences from three respects: performance in power, ideology, constitutionalism system.The third part is main part and final temporary lodging of the full text. Firstly the author reviews the legitimacy course in power of the Communist Party of China. I divides Communist Party of China's course in power into 3 stages by different emphasis on legitimacy resource. Secondly, I have summarized the legitimacy crises and conflicts of the Communist Party of China facing to during transformation period. Because the Communist Party of China is the only party in power in our country, ail conflicts and crises must be undertook by Communist Party of China. Thirdly, in case of facing a great deal of crises and challenges, the Communist Party ofChina should be structure new mechanism of legitimacy in new period, on the basis of referencing the experiences from political parties in power of western countries and the former Communist Party of Soviet Union. I structure new mechanism of legitimacy in power from three angles for Communist Party of China mainly: (1) Continuing to advance economic sustainable increase and scientific development, is the foundation reinventing legitimacy in power in new period. (2) Strengthening the flexibility, holding and practicability of leading ideology of Marxism, is the essence reinventing the legitimacy in power in new period. (3) Improving constitutionalism system, including democracy and rule by law, is the key reinventing the legitimacy in power in new period. The constitutionalism democratic system is most general and most effective procedure of human society and regular general rules. Its implementation in practice needs one intermediary ---System--- to support. The system is core and key to build socialist political civilization and strengthening the Party-building. The author builds up and explains frame from four respects: system clause, system consciousness,system implementing and system innovation, etc.In the part of the conclusion, we look forward to the future and put forward the hope. Legitimacy concerns the vicissitudes of the party in power and our country. In new historical time, through joint efforts of the whole party and even national people, make the Communist Party of China become the party in power building a party for the interests of the people and assuming power for the people all the time, become the party in power being in power scientifically, being in power by democracy and being in power by law, become the party in power looking for the truth and being practical, high-efficient and upright in government affairs. |
