Political Legitimacy is a very important problem that every government has to face. The political legitimacy foundation has close relationship to the development and stability of a regime, and that is the modern China faces. This article tries to study on the changes and the reasons from 1949 in China and to understand the problems, then it gives advises to improve the situation. This article is divided into three parts except foreword.Part one, describing the main theories about the political legitimacy.The mind of the political legitimacy has been given in ancient China which is Divine right of the king, Western philosopher also has thought about it from ancient Greece. Until modern society, the mind of political legitimacy becomes maturely, like Habermas. This article thinks the political legitimacy foundation includes four respects, ideology, power performance and system construction. Part two, analyzing the progress of political legitimacy in China from the establishment day as the time. We analyze the legitimacy situations of the days from establishment to 1978 and from 1978 to today as two periods. Part three, talking about the problems which come with the development in modern China. First, analyzing the reasons why the legitimacy will weaken. Then this article gives the ways to solve these problems to strengthen the legitimacy foundation. This article gives the idea about how to study on political legitimacy after carding the theories of political legitimacy, gives the reasons and the improvements of the problems in history and modern China. Anyway, it gives the whole situation of the political legitimacy from state establishment in China. Maybe it will help us to understand all kinds of problems about political legitimacy in modern China better.
