Our country is in the primary step of sociaty, simple managing models are existing, they require us to pay more attention to consistent development and cycling usage. Xinmi City becomes rich because of resource, also has bad environment, refraction matiarals is just one of its special industries.In this paper, accourding to the problems in fractory materials industry of Xinmi City, the author is to research the new ways to realize low-cost economy grow for the fractory materials industry, to look for a new way between growth and social hummonith.
