Third-generation Cpc Collective Leadership To Build Socialist Political Civilization Of Theoretical Innovation

"To construct socialist political civilization", this is the scientific proposition proposed by the third generation of the leading group of China's Communist Party after they have entered the 21^st century, and the great theoretical innovation to propel further the socialist political construction with Chinese characteristics on the basis of inheriting and developing Marxist political civilization. This paper has been divided into four parts to illustrate this. Based on the classical interpretations made by Marx and Engels, this paper first gives a scientific study on the relevant theories of political civilization, focusing on the basic meaning and major features of political civilization, the origin and evolution of modern political civilization, as well as the dialectical unity between political civilization, spiritual civilization and material civilization, hence illuminating the mental basis of our Party's theoretical innovation on socialist political civilization. Second, this paper studies and analyzes the process of exploring socialist political civilization by the first and second generations of our leading group, and experience and lessons we learn from that, revealing the historical necessity of our Party's theoretical innovation on socialist political civilization. Third, this paper studies the aim of our Party's construction of socialist political civilization and realistic basis of engendering the theoretical innovation, pointing out that such background and conditions of the time as economic globalization, the development of market-oriented reform, and the change in social class stratification are important causing factors to propel the development of China's present socialist political civilization. Finally, this paper mainly discusses the content and meaning of the theoretical innovation on socialist political civilization contributed by the third generation of our leading group, which are threefold: 1) The theory brings forward the category of "socialist political civilization", and establishes the concept of a balanced development of "three civilizations", which are both new understandings to the rules of human social civilization. 2) The theory treats socialist political civilization as one of the important aims to construct a well-to-do society at all levels, and considers development the affair with the first importance to administer the country, revive the country. It is really a new contribution to the theory of administering and reviving the country that the key to administering and reviving China lies in the construction of our Communist Party and therefore is regarded as an important part of the construction of our socialist political civilization. 3) The theory also reveals that the nucleus of the construction of socialist political civilization is to highly develop socialist democracy, and maintains that the basic principle to the construction of socialist political civilization is to unify properly the Party's leadership, people's mastership and law's dignity, and thus points out that the right way of the construction of socialist political civilization is to fully propel the reform on political system. This exhibits the new pursuit in the construction of socialist politics.
