With the development and progress of the society,the higherrequirement has been put forward to the government capability. Thecompetition between nations, in a way, is the competition of governmentcapability to provide public services between nations. In the foundationof analyzing the importance of the government capability, this text hasexpounded the genesis of government capability problem, given thedefinition for the government capability as well as its consisting elements.Under the influence of the new public management trends and ways ofthe governance and reform in the world, the Chinese government reformis entering the transferable period from "the regulation — formgovernment" to " the public service — form government " .Service-oriented government is essentially social-based and people-based.The core task in building is to enhance government service functions, putthe management sense into services, and introduce the marketcompetition mechanism to build the sunlight democratic government.Because of the long-term administration regulation, although we haveachieved some successes in the process of upgrading the governmentservices capacity in building service-oriented government, manyproblems still exist. For example, the absence of strong sense of services,the systems deficiencies in building service-oriented government, and thephenomena of ignoring services in the administrative process togetherleading to low quality of public services. With the entry point of existingproblems, this thesis puts forward the ideas and measures of enhancingthe government capability in the public services area to achieve the goalsof a successful governmental transition, the enhance of governmentpublic services capability and the promotion of performances in publicmanagement.
