Party is one of basic characteristics of modern politics. Development of partypolitics is one of important symbols of political modernization. In China, party isproduct of social crisis. It is the leader and impetus of Chinese modernization.Chinese party appeared at the end of 19th century and at the beginning of 20th century.From then on, Chinese party had varied continuously, well the party politics mode inthe Republic of China time had also experienced two transformations.From party politics mode of multi-parties competition to Kuomintang dictatorshipmode, again to the establishment of the new party consultation mode, party politicshad passed through a winding and complex course. Party politics mode ofmulti-parties competition and Kuomintang dictatorship mode were defeated finallybecause many reasons. Although both the two kinds of modes had certain rationality,the fact had proved that they did not conform to national conditions and could notoperate very well. Party politics mode of China finally moved towards themulti-parties cooperation and the political consultation mode. This new pattern isproduct of Chinese history development, and also is the choice of Chinese politicalelites.Evolution of party politics pattern in the Republic of China time had distinctcharacteristics. Overall, its evolution tendency was moving towards neutralizationfrom two extremes. Party politics mode of multi-parties competition and Kuomintangdictatorship mode both are attempts in China, which moved towards another extremefrom one extreme. The new political consultation mode is neutralization of the twoextremes. The evolution course of party politics mode was extremely winding andcomplex. Both in the development process of each mode and in the process of patternsuccessional variation, struggle between parties and dispute of inner-party clique werecomplex exceptionally. Resistance of the democracy to the dictatorship wasthroughout the process. The external force seeped into the process and influence of itis pivotal.Evolution of party politics mode in the Republic of China time had its profoundreasons. Its basic reason lay in the dual which was caused by transformation of socialmodernization and retention of traditional factors. Opposition of city and countrysidewas prominent performance of the dual society. Transplant and revolutionary naturewere important reason too, which had doomed arduousness of survival anddevelopment of modern Chinese party. These had decided that establishing partypolitics pattern which conformed to national conditions surely had to experiencedifficult and unremitting exploration time as well. At the same time, mutual influenceand restriction between multiple political powers as well as multiple cultures also hadsignificant influence to the evolution of party politics mode.Development of party politics and evolution of its pattern had significant influenceto Chinese political pattern, which had accelerated disjunction of Chinese traditionalpolitical pattern which was isomorphism of family and country, impelled the politicalstructure to transform to "the party politics" and finally moved towards " countryruling by party ". The evolution conformed to the need of Chinese revolution anddevelopment. However, transition to the democratic constitutional government fromparty politics had not been realized, which related to the lack of tradition ondemocracy and the rule of law in China, related to the strength of elite culture, relatedto parties and national conditions too.
