A Study Of The Transformation Of World Party Politics In The Digital Age

As a basic form of modern politics,party politics has spread from a corner of Western Europe to all parts of the world driven by previous scientific and technological revolutions.In this process,the connotation and extension of world party politics are constantly enriched based on the vertical historical evolution promoted by scientific and technological revolutions and the horizontal social differences of different historical cultures around the world.At present,the world is undergoing great changes that have not happened in centuries.The digital revolution based on Internet technology and represented by artificial intelligence,big data and 5g technology has just begun.In 2020,Corona Virus Disease 2019 outbreak and spread became the watershed of world history development,and accelerated the digitalization transformation of human society.Digital transformation will bring unprecedented subversive changes to human society,covering every angle of the world and affecting all aspects of human society.It will also inevitably affect the party as the organizer and leader of the nation-state and the party politics it represents.This paper does not attribute all the new transformation,new problems and new trends of world party politics to the digital revolution,but tries to explore the overall and fundamental impact of the digital revolution on world party politics? What aspects of world party politics have been affected by the digital revolution? Where will party politics go in the digital age? And the strategic response of party diplomacy with Chinese characteristics under the above changes.The first chapter is the theoretical and practical background analysis of this topic.Specifically speaking,this paper first defines and analyzes the concept of the digital age,party politics and the transformation of party politics,so as to determine the logical starting point of this paper.Secondly,it summarizes the historical process and current situation of the world party politics,aiming to make a background investigation on the transformation of the world party politics in the digital era,so as to clarify the practical starting point of the transformation of the world party politics in the digital era.Finally,based on the previous theoretical and practical analysis,starting from the structural analysis theory,this paper believes that party organization,party election,party governance,and party transnational communication are the four dimensions of analyzing the transformation of party politics in the digital era,which can systematically and comprehensively analyze and grasp the transformation performance of party politics.The second chapter analyzes and explores the dynamic mechanism behind the digital promotion of the transformation of world party politics.This paper holds that digital technology innovation is an important driving force and main independent variable for the transformation of world party politics,while the reconstruction of the operation basis of world party politics,the change of trend of world political thought and the renewal of political communication system are regarded as the direct driving force and intermediate variable(connection variable),and the transformation of world party politics is regarded as the dependent variable.The third chapter analyzes the transformation trend of the world party politics in the digital age from the above four dimensions,that is,the specific performance of the transformation.In the aspect of party organization,traditional and new parties in the digital era,based on organizational inertia,show the transformation trend of "continuous innovation" and "subversive innovation" respectively in the composition,organizational structure and operation of party members.In the aspect of party election,the party election is becoming more and more professional and digital under the digital background.In terms of the specialization of party election,it mainly shows that all kinds of political parties actively build professional digital election teams;Large science and technology companies actively participate in the party election,providing technical and financial support for the party;Digital political marketing companies are growing rapidly in variety and quantity,and their role in the party election can not be ignored.In terms of election digitization,a variety of social media for political communication provide rich communication tools for mobilizing and persuading personalized voters;Big data and artificial intelligence make party elections more accurate,automated and intelligent.In the aspect of party governance,the ruling parties all over the world constantly improve the level of digital public service and management to improve the way of governance;In the concept of governance,the ruling parties of all countries continue to enhance the innovation and openness of technology application;In terms of ruling security,the ruling parties of all countries continue to improve their network governance ability to prevent ruling risks.In terms of transnational communication of political parties,the communication subjects of political parties in the world are more diverse,the online and offline communication ways are more abundant,the communication network is more three-dimensional,and the communication connotation is more substantial.The fourth chapter analyzes the multiple transformation challenges of world party politics in the digital era from the above four dimensions.In the aspect of party organization,all kinds of party organizations in the world are facing challenges such as the instability of organization foundation,the dilemma of organization function and identity,and the challenge of organization mode while coping with the digital transformation of organization;In the aspect of party election,digitalization brings new election alienation to the world party election and intensifies the fragmentation of the party structure;In the aspect of party governance,digitalization brings new challenges to inter party relations,ruling security and ruling power in the government,and puts forward higher requirements for the ruling ability of the party;In terms of transnational communication of political parties,digitalization leads to new problems such as "populist international" and lack of rules in the field of digital diplomacy.Finally,from the perspective of the subject attribute and practicality of this paper,the purpose of this paper is to analyze the situation of China's party diplomacy on the basis of in-depth study of the transformation of world party politics,and put forward countermeasures.This is the main content of the fifth chapter.First of all,under the digital background,the ability and willingness of transnational communication of political parties are constantly improving,and the field of the transnational communication of political parties is constantly expanding,which creates a favorable development situation for China's party diplomacy.Secondly,in the digital age,the volatility of the evolution of world party politics is increasing,and the ideological differences in the transnational communication of political parties are expanding,which increases the risks and challenges faced by China's party diplomacy.In this situation,party diplomacy with Chinese characteristics should make use of its own advantages in science and technology,organization and theory to adjust the organization,mode and mechanism of party diplomacy in order to seek advantages and avoid disadvantages,and promote party diplomacy with Chinese characteristics.
