Research On Urban And Rural Social Security System

The social security issue attracts close attention from Chinese government as well as the government in other countries. At present, the social security system in China has increasingly shown its shortcomings and begins to be unfit for the need of the economic growth and social development, along with the shift of China's economic system from the pattern of planned economy to the pattern of socialist market economy in the recent years. Therefore, to establish a social security system to meet the needs of the system of socialist market economy in China has become a very important and imperative task in connection with the stability, reform, and development in China.To learn from others and help us overcome the problems and shortcomings in our social security system, we should draw on and absorb experience and lessons of other countries. It is impossible and unwise for us to mechanically copy the experience of others, the reform of social security system should suit to the present conditions of China, therefore the state should attach equal importance to the principles of fairness and efficiency and also focus on meeting the basic requirement of the law of a market economy.First, the direct control by government over the social security system should be reformed. Along with the shift of China's economic system from the pattern of a centrally planned economy to the pattern of a socialist market economy over recent years, the direct control of the government over the social security system is getting more and more unsuitable for the development of the social security system and the requirement of the socialist market economy. The pattern of direct control should be reformed, and the state management and supervision system should be strengthen through which the state manage and supervise the social security system mainly according to the law of social security and the principles of the socialist market economy.At present, the social security fund access and maintain system in China is facing the following severe challenges: 1)the society is going to be a aged society, 2) the state basic insurance for old people is not well developed, 3) the historical burden is very heavy. Therefore, we must make the full use of the social security fund and actively push forward the innovation and development of the social security fund management.
