From the commencement of implement of West Development Strategy, while jurisprudence, Economics and other theories have analyzed the various problems in western areas from different perspectives, the protection of ecology and environment has been regarded as key task and threshold of implement of West Development, and as the primary issue to be resolved in West Development. The definition of "West" or "Western" in this paper means the territory which apply the policy of West Development, including Chongqing, Sichuan, Guizhou, Yun'an, Tibet, Shanxi, Gansu, Ningxia, Qinghai, Sinkianga, Mongolia and Guangxi. Western areas are important in maintaining the stability of overall ecology and environment in China, thus the negative effect resulting from the West Development to western ecology and environment has made the protection task more and more hard and emergent.This thesis primarily analyzes a series of ecological and environmental issues faced in western areas, such as serious soil erosion, aggravation of desertification, lack of water, serious destruction of water ecology, serious destruction of forest and prairie ecology, pollution in cities, etc. Based on the analysis on present ecological and environment condition in western areas, this paper further analyzes the causes resulting in that deterioration. The causes must contain natural and human factors of which the latter is undeniably the principal one. At present, the authorities of some western areas emphasize GDP growth, but ignore environmental protection, which is closely related to incomplete environmental legal system, and non-embodiment of scientific development notion.
