Western Development Strategy, Ecological And Environmental Protection Countermeasures

Environmental problems are the main obstacle of global economy and social sustainable development in 21 century. How to coping with the relationship between ecological protection and economic development is the key to realizing sustainable development, we must try to find effective ways to protect ecological environment. Only by strengthening international cooperation and uniting environmental protection home and abroad can we realize the common goal of mankind. In order to fasten the pace of ecological protection to be in line with international practice, we should adopt comprehensive measures such as predicting the development trend of environmental law scientifically, carrying out our ecological protection plan actively, employing profitable experiences of environmental protection in different countries of world for reference, developing farming and animal husbandry according to local conditions and so on. As a membership of World Trade Organization, all these practices should be based on the frame of international environmental law. From the point of strategy of implement China's west development, this paper provides a macro background for solving the problem of economic development and ecological protection while realizing sustainable development and analyzes the current situation and its cause of formation of ecological environment in the western regions including Inner Mongolia. At the same time, the author analyzes the relationship between economic development and ecological environment protection dialectically and probes how to solve the problem of preserving ecological environment under the frame of international environment law. Thus , we can achieve the effectiveness of legislative principle and get the result of enforcing the law to protect ecology. At last, by making an in-depth analyzing the influences of World Trade Organization on economic development and ecological preservation in our country, the author puts forward the countermeasures to accelerate the pace of preserving ecological environment which should integrate into international practice.Combining reality with history and basing on the achievements home and abroad, this paper makes an overall analysis from the view of theory and practice. It offers a reference for perfecting environmental law, especially on stressing the urgent and impotence of protecting ecological environment under the background of West Development. It also explores various countermeasures with, great responsibility and spirit of waiting for no time. This paper has important reference value to make environmental protection policy and raise the public awareness of environmental protection.The innovation of this paper is that it uses dialectical methods and real examples to make research on the environmental issues. It spreads the successful exploration and experience of region development especial that of in Inner Mongolia, which offers reference for the environmental protection under the develop-the-west strategy and also can be used as a guiding principle to follow by other region. In order to give play to the positive role in promoting sustainable development and implementing the scientific development view, we should put the perfection of the environmental law of our country under the frames of the international environment law and international rules to analyze its developing trend. Facing the environmental barrier of international trade, we can utilize forthcoming advantage of the west to advocate the development of characteristic economy in a more cost-effective manner. It also expands the necessity to coordinate the relationship of WTO and the environmental law to promote the advance of economy.
