The Integrate Research On The Environment Protection Legal System Construction In The Economic Development Of The West

The worse environment of the west in our nation becomes serious barrier during the course of economical development. How to protect and construct the environment of the west,and how to accelerate the economical development of the west have been attached much value.The first part of the paper introduces the reality and theory background of the environmental legal system constructure of the west,as well as this study way of the paper. The second part analyses the condition of the environmental legal system's effects on the environment and economy of the west,basing on the actuality of the west's environment and economy. Then the paper references the course of the environment legal system constructure of the east and other countries to prove the necessary of the environment legal system constructure in the west of our nation.In the third part of the paper,the deficiencies of the west's environment legal system and the relationship between the deficiencies are analysed. Then the conclusion is made,that among the deficiencies,some are basic problems and others are derived problems. To advance the constructure of the west's environment legal system,the basic problems should be solved. In the forth,the fifth and the sixth part of the paper,the environment legal system constructure plans are brought forward,aiming at the basic problems. The seventh part discusses how to appraise the west environment legal system by economical way.The eighth part of the paper is demonstration analysis and this part includes two cases. The first case is a quantificational analysis on the system of the west's withdrawal farm compensation,and proves the deficienciencies of the compensation standard and the area of withdrawal farm in this system.
