Water Rights System Under The Framework Of Economic Law Research

With economic development and environmental pollution increase, countries in the world today are faced with energy and resource crisis, and how to resolve this crisis through the bottleneck is the shortage of resources in all countries committed to addressing the problem. In this environment, although the total water resources in China are abundant, but less than per capita, is the world's "poor", and water is closely related to human production and life, and in a sense, water resources or even restrict a country's economic development and comprehensive national strength, we must pay attention to water crisis. This requires a sound and complete system of water rights, improve water allocation and use efficiency, a fundamental solution to the water crisis.This paper studies the water rights system anchored to introduce the basic theory of the right to water content distribution system of water rights and water rights trading system, the formation and operation, and finally put forward reasonable proposals for the logical structure of the improvement, focusing on from a new View of the water rights system construction of primary and secondary markets to explore and put forward their ideas in order to perfect the water rights system.
