Waste has been a major chronic illness in our society, just like cancer and AIDS which are serious violations to people's body, so it is a disastrous illness of our society. Especially in the bureaucratic, it has been deep-rooted and spread throughout the land, and has become a public hazard. It is well known that the waste of public funds is not only a serious violation of the financial expense discipline, but also a kind of corruption. The people have hated this for a long time, but they have choice. The state staff using public funds in eating and wasting them, not only have caused tremendous losses to the state, but more importantly have lost our party's fine tradition and style of plain living, and also have lost the people's support.Starting from the empirical analysis, the author generalizes the universality and hannfulness of waste, explores its legislative basis from the policy, legal, theoretical and practical aspects, aiming at providing reference for our anti-corruption. The whole paper is divided into three parts, a total of about 35,000 words.Part I: Empirical analysis of spending waste. In this first part, the author discusses the concept and manifestations of money wasted, its nature, and the universality and hannfulness of this phenomenon. The author considers: the essence of waste is that the national staff taking the laboring people's fruits without paying, and it is a corruption embodying the exploitation to the people. Behind the act reflected a privilege of thinking. This erroneous thinking is a complete contrary to the idea of communism. In a people-based and rights-based society which rule by law, a waste of money is a harmful practice that should be cast, but it has been so rampant violations of the fruits of our labors.The waste is a kind of extremely serious harmful act, it is very necessary to put it into criminal. We all know that in reality, where waste is worst where is the hiding place of corruption. Therefore, fighting against waste of money is a kind of anti-corruption, taking waste as a kind of criminal act will promote the spirit of hard work and thrift, and anti-money wasted is the weapon of our national prosperity and social harmony.
