In recent years,the rapid development of industry has increased the quantity of solid waste,and the disposal of solid waste has become a major environmental problem that needs to be solved in time in today's society.As the protection of resources and environment is of vital importance to the realization of national economic development,the situation of transferring solid waste across the border to other countries continues to occur,and even the phenomenon of transferring solid waste across the border to developing countries appears.For developing countries,importing solid waste will not only seriously harm public health and ecological environment,but also develop into a global environment Environmental pollution.In order to meet the demand of raw materials for economic development,China has gradually increased the total amount of imported solid waste,resulting in more serious environmental pollution.Faced with the increasingly serious situation of environmental pollution caused by imported solid waste,how to improve the supervision system of imported solid waste and optimize the legislation in this area are also urgent problems to be solved.This study takes the research on the supervision system of imported solid waste as the subject.Firstly,it determines the background,significance,content and method of the research.Then,it summarizes the research results at home and abroad by collecting and analyzing the research results proposed by domestic and foreign scholars for the supervision of imported solid waste.After that,this study analyzes the related concepts of imported solid waste,combs and summarizes the relevant legislation of imported solid waste in the early days of the People's Republic of China,the 1990 s and the 21 st century.According to the legal evolution of imported solid waste,this study further analyzes the current legal system of imported solid waste,focusing on the norms of the constitution,the criminal law,the environmental protection law and other legal norms,and summarizes the implementation effect of the Basel Convention,analyzes the specific charges of imported solid waste,and puts forward the import solid waste Management problems mainly include identification,catalogue management,concealment and entrainment,false report and mixed report,etc.Then,this study uses comparative research method to analyze the legal norms of solid waste imported from the United States,the European Union,Japan and South Korea,and summarizes that the reference value of relevant legal systems in developed countries lies in the implementation of the principle of strict liability,the formulation and implementation of improved standards,and the strengthening of regional cooperation.According to the analysis results,this study puts forward legislative suggestions to improve the supervision system of imported solid waste from the legal system,mainly to improve the relevant legal system,improve the solid waste management system,strengthen the international legal cooperation,in order to effectively prevent and control the environmental crime of imported solid waste pollution,and provide legal support for the protection of China's ecological environment.Based on the current situation of the supervision of imported solid waste and the legal system of imported solid waste treatment in developed countries,this study is committed to seeking ways to improve the legislation of the supervision system of imported solid waste.
