With the gradual economic and social development, female's growing participation in politics has become an universal political social phenomenon in contemporary world. As a main body of political participation, female takes part in political system more frequently,especially in parliament participation. In the meantime, the responsibility and role they undertake and paly are becoming much heavier than before.Up to April 30th, 2005, there are about 6724 female members of parliament in more than 180 countries around the world, occupying 15.9%of the total number, which is 5 points higher than the beginning of 1990s . In certain regions,Northern Europe as an example,the extent of female political participation is much more remarkable.In general, the average level of female political participation in European Union is comparatively higher than other parts of the world. Therefore, the study of female political participation in European countries means greatly to the improvement of female political participation level of the world.Undoubtedly, the gradual development of global economy and society is the determinant element for the improvement of the female political participation level. However, by comparing with the level of the female political participation in different European countries, the author finds that some European countries even with similar economic and social conditions still exist obvious differences in the aspect of female political participation.After introducing the basic theory and the reason for selecting this topic,the thesis does some positive analysis on female political participation in European union in the perspective of electoral system ,from static and dynamic states respectively. On the basis of analyzing comprehensively the types and elements of electoral system in the first part , the author proposes that proportional representative has more advantages in expanding female plitical participation than majoritarian.
