"9 ·11" is rightly an evidence that terrorism has reached an unprecedented peak of people' s psychological dismay, which arouses the instability and uncertainty of the world. Meanwhile terrorism crimes have been intimidating the human society and world peace for centuries, however, they have gradually captured the attention of the scholars in many nations. Terrorism activity has been a so historically old phenomenon that researchers commonly agree various elements have given incentive to the appearance of this kind of activities, which originate from complicated factors, such as politics, economy, society, nationality and religion, etc. Therefore, the systematical theory on contemporary international terrorism crimes should fundamentally involve international law, international criminal law, criminology, sociology and so on. At the time of studying this topic, with a social humane care spirit and along with a serious academic attitude, I take many efforts to think and probe about this topic from different anglesand different layers so as to find a comprehensive and intensive tone in the sounds from all directions.In the first chapter, I put forward my own view through an analysis of terrorism activity in the whole world; define the concept of terrorism as well as the origin and summarize the new characteristics of contemporary terrorism.In the second chapter, highly summarizing various definitions of terrorism made by jurists in many countries, I put forward a new thinking pattern and draw my own analysis conclusion. Moreover I try to reconstruct omni-directionally the fundamental theory of international terrorism crime by providing the definition, constitutive elements and characteristics of the crime, even a bold and novel view on extradition system aspect concerned as well.Third chapter is around the scheme that how to prevent the crime and what measures on anti-terrorism crime are needed by the world. From legislation to criminal cooperation and from setting up anti-terrorism army to establishing the alliance, I summarize the valid anti-terrorism measures and methods used by international community at present. At last I put forward my personal suggestions on the premise of considering the virtues and shortcomings of the methods pre'valent in other countries to prevent the crime.In the fourth chapter, on the base of the present terrorism activity situation of China, after analyzing the legal provisions to the terrorism crime of Chinese criminal laws in the past over 50 years, especially those of new criminal law of 1997, I point out that the existing criminal law of China has already lagged behind in the aspect of terrorism-prevention. Therefore I suggest that the National Congress should makecorresponding revision according to a series of anti-terrorism international conventions. Additionally it is an undoubted fact that all anti-terrorism systems of china have been out of date and insufficient and Chinese government has inadequate experience on dealing with various kinds of terrorism activities, so I propose in my paper that china should perfect its relevant system construction in time to control the terrorism crimes and guard the peace of the whole country.
