Constructing the harmonious society is a great important task come up with naturally when the reform and opening policy in China has reached its essential stage at the transitional period. And it is also necessary and crucial to continue impelling the successful social transition. Since the construction of the harmonious society was proposed, many scholars have carried out profound researches on the background concerned, connotation and the significance, and given a systematic and comprehensive discussion on such relations as enhancing the abilities of administration of CPC and constructing the harmonious socialist society, socialism and harmonious society, harmonious socialist society and well-off society in an all-around way. However, comparatively speaking, there are fewer lucubrate on the evaluation of degree of harmony and the relationship between social harmony and economic development. In that case, this article tries to conceive an appraisal target system of social harmony, based on Chinese reality and taking international experience as a reference, and adopt it to give a pilot study on the relationship of social harmony and economic development in China.This text is divided into three parts. Chapter I, introduction, displays the significance of the topic chosen. And it recalls the research achievement about the social and economic development and the appraisal target system of social harmony. Chapter II, constructing an appraisal target system of social harmony, is briefly about the connotation and basic characteristics of the harmonious socialist society and the construction of the target system of appraisal of social harmony by extracting the past research achievement of the others and such principles as combinations of comprehensive system and emphasis highlighted, international practice and Chinese characteristics, measurability and comparability, unity and disparity. The system uses the indexes of life quality, social stability, social fairness and social energy, four types of sixteen indexes, to give a pilot measurement of the developing degrees of social harmony.
