Positioning Of The Functions Of Trade Unions In China's Market Economy Conditions, From Poland Drastic Changes In Thinking

The collapse of communism in Soviet Union and East Europe had surprised the entire world. It was the Poland that led the collapse and it was the Solidarity that made the socialism in Poland failed. As a kind of labour union, why the Solidarity overthrow the socialistic Poland? How could the working class be allured by the Solidarity? All these are crucial for the existent socialistic countries especially for China because we may be confronted by such a pretty pass if we don't pay enough attention to the Labour Union and the working class.This thesis analyses the function and orientation of China's Labour Union from the relationship between Poland's Upheaval and the Solidarity, trying to tell that a serviceable Labour Union with proper function and orientation are crucial to the stability of China.As the establishment of socialist market economy, the rights and interests of the working class are aggrieved badly without any effectual protection from the Labour Union. If such condition continues, there could be some nongovernmental kind of voluntary organization like the Solidarity to meet the demands and needs of the working class. To avoid such things happen, the Labour Union should renovate its functions and orient its orientations to adapt to the changed labor relations compared with that of planned economy.The Labour Union's orientation: first, it is a mass organization and is relatively independent to the Party; second, the Labour Union is an economic organization rather than a political one. Third, the official Labour Union doesn't equate that officers handle all the affairs. Fourth, the Labour Union should stick to the democratic and self-administered principles, and it should be run by the working people themselves.The Labour Union's functions lie in economic, political and cultural level. The economic functions: a. to maintain the legitimately economic interests and rights of working people; b. to stable and mediate the labour relation between labour and capital with the Tripartite Negotiation Mechanism by means of the consultation and negotiation; c. to supervise and manage the state-owned enterprises. The political functions: a. to guard and impeach bureaucracy and corruption in unit; b. to maintain political rights and interests of the working people and keep the stability of the country. The cultural functions: a. educational functions: to spread communism to the working class; to improve the knowledge level of the working class; b. to provide a site for avocation of the working people.To sum up, the Labour Union should adjust its functions and orientations to the changed conditions urgently. So could the Labour Union be the real deputy to the working class, and so could we avoid such collapse of Poland.
