The Integrity Of The Remodeling Of The Government Under The Rule Of Law As The Domain

In modern society, the government sincerity and trust behaves as a vital factor of government image , the harmonious and interchangeable Archimedean fulcrum between the public and the government, a footstone for the sound operation of the society and the core for establishing the social sincerity and trust system. The government sincerity and trust provides the value foundation and moral premise for the realization of the rule of law. Whereas China is now in the process of social transferring period and there is a severe lack of the government sincerity and trust, and it is can be revealed as follows: lack of legal governmental administration; the random constituting and implementation of the public policy; lack of transparence for the administrative action and the low-lying leadership virtue of the government working staff, etc. And all these not only weaken the governmental authority, add to the administrative cost and baffle the healthy development of the market economy, but also destroy considerably the legal order and the construction of rule of law nation. Therefore the author proposes to establish the government of transparence, reliance, limit, rule of law and service to constitute the system of government sincerity and trust with Chinese characteristics, and tries to elaborate the rules and regulations, offering an effective mode, to impel the course of rule of law in China.
