In the author's opinion, there were 3 chances for the People's Republic of China (P.R.C) and the formal Federal Republic of Germany (F.R.G) to realize the negotiation on the establishment of diplomatic relations, namely in 1955,1964 and 1972. The author try to use process-structural analysis, which is based upon the work of Zartman, Berman and Habeeb,to search for the reason why the first 2 chances were lost and the last one was grasped at. The analysis focuses on the different structures of power between the two countries in the three years mentioned above. The main tools of the analysis are Aggregate Structural Power and Issue-Specific Structural Power. The relative equal structure of power in 1955 and 1964 made it impossible for the two countries to hold the first 2 chances. Only in the year of the 1972, the sign of inequality in the structure of power brought the impetus into the process. Finally the negotiation took place. And the diplomatic relations was established between the two. The tortuous process of realization of the negotiation on the establishment of diplomatic relations reveals the great difference between P.R.C. and the former F.R.G in their objectives and their methods to gain them.
