The high specialized and identical legal professional community which we are establishing, is the basic requirement and the common characteristic of the modern country under the rule of law. The forming process of the legal professional community is also the process which the western nations complete their government by law. The construction of the legal professional community which agrees with the modernized government by law, has already becoming the the key which China realizes her government by law in the contemporary era. Strictly, the proposal and the construction of the legal professional community of China is just beginning .
