Land is the most fundamental and the most important resource for the human being in all of available natural resources. It never changes with people' s will, and its quantity is limited, fertility is different, position is fixed, utilization is everlasting. Obviously, land is the source of the all resources and the land security is foremost for everything. There are two ways to land utilization that one is enlarging the area of land, another is increasing the efficiency of land utilization. The experience tells us that land re-arrangement is the effective measure to produce benefits with combining the two above ways.The research of law of land re-arrangement in China is in the primary stage. However, the construction of law of land re-arrangement has great historic and realistic meanings for us. Firstly, it can improve the system of legality and realize the rule of law. Secondly, it is the powerful guarantee for carrying out land re-arrangement orderly and effectively, as ? well as a powerful weapon to protect the legal rights for the relevant participants. Thirdly, law should be the regulator of the long-term benefits and the short-term benefits, also the overall benefits and the partial benefits. In a word, it is the inevitable choice for retainable development in China.The important task to our land re-arrangement now is summarizing the general theory of land re-arrangement, accomplishing the legal construction of the land re-arrangement, showing the maximum value. Therefore, the author puts forward some viewpoints of the law of the land re-arrangement by jurisprudential analysis with the beginning of the concepts and proposes the construction of the law of the land re-arrangement on the basis of the foreign experiences.
