With the increase of the activities for exploring and exploiting the marine resources , the pollution of the sea is becoming more and more serious. To solve the above problem ,it is not enough to draw up relevant laws and regulations in one country. It is necessary to set up a series of international and domestic laws and regulations covering the environmental protection of the sea .The construction of the leagal system on the protection of the marine environment started from the mid-20th century. After the efforts of more than 50 years , the legal framework has taken shape, and the relevant international cooperation has become more and more active.China is a big marine country, which is in the developing stage. With the development of the society, the problems concerning the environmental protection of the sea are becoming more and more prominent. To solve these problems, our government has adopted a series of measures, and the legal and administrative system with Chinese characteristics covering the environmental protection of the sea has innitially taken shape. But compared with the international legal system, our system still has a long way to go.Therefore, this paper starts with the introduction of Chinese current marine environment condition, the developing process of the international legal system on marine environment, as well as the course of China's participating in the international legal system, followed by the analysis of the necessity of learning from the international legal system on marine environment and the impact of the international legal system on China, and will then, through the above comparison, elaborate the problems existing in China's legal system, and put forward constructive suggestions to improve China's legal system on marine environment. |
