Research On The Illegal Construction In West Lake Area

With the continuous development of the economy and the rapid progress of urbanization,driven by the interests,illegal construction has now become the focus and difficult problem of government departments in West Lake area.Illegal construction affects rural and urban planning,damages social fairness and justice,destructs the ecological environment,wastes the West Lake scenic resources,especially destroys the West Lake cultural heritage of the world value.When President Xi Jinping was secretary of Zhejiang Provincial Committee in 2006,he has raised that "what Zhejiang looks today is what China does tomorrow" in the Provincial Independent Innovation Conference.Therefore,the effective management of illegal construction in a certain degree can not only improve the city image,but also be related with the achievement of"Beautiful China" and "Chinese Dream".However,the government faces a lot of practical difficulties in the process of management and investigation,especially the lack of effective measures to investigate and execute,which leads to the further spread of illegal construction.At the same time,the West Lake Scenic Area as the world cultural heritage sites is constrained by Convention Concerning the Protection of the World Cultural and Natural Heritage(hereinafter referred to as World Heritage Convention or Convention).The Convention as one of the theoretical foundations of our daily protection and management,causes that construction project approval in the West Lake area will become increasingly strict,as well as contradicting the actual practice.How to develop relevant laws and regulations to implement the World Heritage Convention on the spirit of the protection of heritage and to make the production and living of the heritage have a reasonable and foreseeable arrangements,and Where the combination of leading and blocking should go,both become the urgent problem to solve.This thesis will take some typical illegal construction in West Lake area for example,do research of the execution of illegal construction,and analyse the reason of emergence,the problem existing in the process of management and overcoming of practical paradox,in hope of encouraging the building of protective system of West Lake World Heritage.
