Study Of Corporate Environmental Responsibility In The Context Of Circular Economy

It has been a common understanding to push the circulating economy in China. Our government has attached great importance on environmental protection and the global environmental issues. Moreover, developing circulating economy and legislating for it are regarded as one of the important measures which can resolve the conflicts between the environmental issues and economic development. Then, the participation and support of the government, enterprise and public is necessary. Among which, as the producers and main body of economic activities, enterprises are the leading powers, which use up the most resources and let out all kinds of wastes.This article advocates that the enterprises take responsibility for the environment by legislation. While they gain benefits, the producers should save the maximum resources and protect the environment so that they can answer for other communities. That is especially important for the legislation of circulating economy.First of all, the environmental responsibility of enterprises is defined legally in the article. The obligation is not a moral rule or other things. It is restricted in legal liability, that is, the law stipulates matters of environmental obligation. So the environmental responsibility is legal, practicable and one part of enterprises' business, which must be involved as long as the development of circulating economy is discussed.In the second part, it has been studied that how western developed countries set down rules to strengthen enterprises' responsibility for the environment. The rules include the producers' additional obligations, announcement of environmental situations, financial encouragement and insurance system for the environmental responsibility.The third part of this article indicates that enterprises are capable of avoiding the environmental responsibility due to such reasons as the lacunas in rules, emphasis on short-term profits, and unreasonable cost distribution. Learning mature systems and advanced experience from the developed countries is essential, considering thedeficiency of legislation ideas and technology.To carry out enterprises' responsibility for the environment, we must realize the target and principle of legislation for the circulating economy, learn advanced statutes and systems from western developed countries, and revise the relevant rules step by step to make them suited for our country's situation.
