China 's Open Government Information System Construction

Since the mid-twentieth century, the countries all over the world, especially the developed countries, set off a wave of revolution to improve the vitrification of governments. The most efficient action of promoting transparent government is trying to demystify the information of government and guarantee the civic right of knowing the inside information in accordance with the law. UNESCO mobilizes the governments to make efforts to give anyone the rights to use four kinds of information which should be demystified. Of one is the government information. So in the information society, it is an important symbol to measure the development and civilization of another country whether the government has fair and justifiable use of information and make everyone get the information needed for making decisions in time.Looking back to the course of the domestic demystification of government information, the reality is not so optimistic. With the fast development of the domestic economy, especially after entering the WTO, the distance from the world is shortened. However, the lagging of ideas and the default of the systems cause many problems in the institutions of demystification of government information. It is an important task needing handling in the times of integration with the global economy how to realize the civic right of knowing the inside information and carry out the promise of WTO. The article will point out the defaults in the legislation and practice of domestic demystification of government information and give conceive of the basic contents by discussing on the theory and referring the useful experiences of other countries. The structure and contents are as following:Part One: Firstly definite the notion of the government information and the ways of demystification, which distinguish from the relevant systems. Secondly put emphasis on analyses of the theory base of systems of demystifying governmentinformation from the point of jurisprudence and Constitution of China. Finally clarify the important effects of the system, such as carry out the promise of WTO and realize the transparent government, so on.Part Two: Introduce the current situation of the construction of the demystification of foreign countries, especially USA and Japan, and analyze the situation of our systems and the existing defaults.Part Three: Clarify the construction of the demystification systems from the macro and micro respects, and complete conceives of demystification.
