Administrative Organization Information System To Accept

With the development of information systems (IS), a lot of industries have beeninvolved into the process of "Informationization", and the governmental organizationsalso fall into the same process. The investment in the electronic governmentapproaches the climax, and it lead to a result that the basic scale of informationtechnology infrastructure has been founded soundly, and the governmentalorganizations face the other challenge, the governmental organization informationsystems acceptance. The governmental organization information systems acceptancemeans that the information systems become the necessary part of the organizationduring a period and by the special channel step by step finally.The research is based on the fruit of information systems acceptance, and analyzesthe different essence between firm and administration organization, and explores themechanism of information systems and institution, resource, construct theadministrative organization information systems acceptance based on the newinstitutional theory and resource based view.According to the characters of research object and real condition, the researchmethod of survey and case study was used to explore the phases of informationsystems acceptance and the main different affecting factors in the different stages. Atthe end of this article, the Shanghai government portal website-"China, Shanghai", wasuse to illustrate the process of information systems acceptance, to explain thephenomenon of information systems infusion, and be the part of governmentorganizational routing.Generally speaking, the findings of this research are as following:1. After reading the main paper in the information systems acceptance andanalyzing the real condition of Chinese government, I classified theinformation systems acceptance process into three stages: the initiation, theadoption and the usage. The milestone of each stages was illustrated;2. the institutional factors are more important than resource factors in adoptionstage;the resource factors are more important than institutional factors ininitiation stage.3. The acceptance of information systems in governmental organization was discussed from the institutional changing. From this angle of view, the paperexplains the institutional essence of information systems acceptance. Whetherthe information system is used or not, it was not decided by the technologyitself, it is only a sign of institutional changing. The acceptance of IS is a signalof the result of institutional evolvement.
