Since the middle time of 18th Century, different countries all over the world, especially developed countries have raised reforming tide of government transparency, government information publicity has become a focus and trend. With development of democratic politics and legal system in different countries, government information publicity system has been accepted gradually. At present, general information publicity laws have been formulated in more than 40 countries, such as, USA, Britain, Japan, Germany, Sweden, Denmark, which are formulating in several dozens of countries moreover.
