With the acceleration and spread of globalization of economics, the increasing development of human society, improvement of material and cultural demand, environmental problems are significantly standing out. The problems of environmental deterioration disturb the pace of human development. People start to doubt about the traditional development idea and come to realize that the single economic development cannot bring us real happiness. Concerning of the resource and environment, the single economic development cannot live us long.Environment pollution causes harms to environmental quality, physical health, and which causes some economic lost directly or indirectly. In order to clear up the environmental pollution, we have to pay. But the question is: who will pay for that? In response, the Organization for Economic Co-operation and Development (OECD) receives credit for the first formal articulation of the polluter pays principle. The principle to be used for allocating costs of pollution prevention and control measures to encourage rational use of scarce environmental resources and to avoid distortions in international trade and investment is the so-called "Polluter-Pays-Principle." The Principle means that the polluter should bear the expenses of carrying out the above mentioned measures decided by public authorities to ensure that the environment is in an acceptable state. That principle was soon accepted by international society and come to a fundamental principle in some states.This dissertation is consisting in five parts, namely the index, abstract, main part, conclusion and the reference. For the first part, the dissertation states what the polluter pays principle is and its rationality. The dissertation analyzes the essence and liability regime of the polluter pays principle. Then, the essay analyzes the rationality of the principle from two angles: one is the rationality in economic theory; the other is in fair concept. For the second part, the essay states the regulations of the PPP in international law. The dissertation draws the skeleton of PPP's development, letting the readers have a clear idea in mind. For the third part, the essay states the problems in the implementation of the PPP and its development.
