In recent years, many scholars have conducted extensive researches on the EU's common agricultural policy. But most of them were focused on the macro-level, just a few of them on the specific systems and measures. Actually, the research on the specific systems can provide a very good reference for the relevant laws, systems and measures of our country. Based on that, this paper attempts to analyses the specific rules, relevant procedure and the effects in EU by studying the specific system under the common agricultural policy, that is cross compliance, so that we can improve the further development of legal system of the agro-ecological compensation.Firstly, the causes of the common agricultural policy reform in 2003 was discussed. Financial burden,EU enlargement,International Trade Concerns,Political, social contradictions and social costs,Environmental Concerns and the pressure on food safety was considered to be the major causes of the CAP reform. Then the formal establishment of mechanism of cross-compliance .was described briefly. The second part of the thesis was concentrated on the establishment of cross compliance and its improvement. The three basic theories, that is the Multifunctionality of agriculture, the theory of environmental policy integration and polluter-pays-principle were introduced, too. The third section was about the content of cross compliance, including the standards of cross compliance and sanction to the incompliance. The application of cross compliance was analyzed in the fourth part. The fifth part was about the evaluation of the cross compliance. It was analyzed from four aspects: the relevance, the effect, the efficiency and the proportionality. Then it analyzed the defects of cross compliance and proposed how to solute these problems. The last part was about what we can learn from cross compliance. The conclusion was that we should emphasize the concept of coordinated development between agriculture and environment while enacting agricultural subsidy policy, introduce the merchandise of cross compliance, set more projects to increase the farmers'incomes, establish the sustainable agricultural environment subsidy policy and the income subsidy policy decoupled from production step by step.
