Effective Mode Of Government And Its Path Selection In China

The World Bank officially put forward the concept of the effective government in the World Development Report in 1997, and pointed out that "the development is the greatest challenge which the human being faces". Only the effective government but not the little government has the possibility to realize the sustainable development of the economics and the society. The fact also proves that the voice about improving the effectiveness of government is all even more intense, not only in the developed country but also in the developing nation. Now, the western various governments carry out the administrative reform in order to get rid of the legitimacy crisis, and their goal is to establish an effective government. Although the effective government is necessary to the economic and social development, it is a pity that governments' current situation cannot be satisfying, and it doesn't run effectively like what people expected. Just like Orsborn says, "we believe that beyond an effective government, the civilized society could not operate effectively, but today's effective governments are extremely rare." This speech shows the significance of the effective government, and also points out the urgency to construct it. As a developing country, China is being in the crossroad of the reform. To enhance the ability, efficiency and effectiveness of the government, and construct an effective government adapted to socialist market economy are especially important to economic development, social stability as well as socialism harmonious society's construction.This article mentions from the relations of the western government and market, which proves that in the market economy society, only their harmonious coexistence can impel the development of economy and society, and the government's dominant position could not be substituted. However, because in the reality the government appears each kind of crisis, and "ungovernability" enhances, one kind of new government idea namely effective government arises at the historic moment. On the basis of the analysis of the effective government's elementary theory frame, such as its connotation, theoretical basis and value system, relating to the governance practice of present west country's effective government as well as the Chinese government reform background, this article proposes a path of effective government governance adapted to the situation of China. In the discussion of the concrete path selection, this article breaks through traditional visual research thresholds, like the transform of the government functions and organization reform, and attempts to construct one relatively integrated governance frame of the effective government, which includes the value, the human, the system, ability ,the result ,and so on.
