Study On The Effective Path Of Villagers' Self-government From The Perspective Of Governance Modernization

At the starting point of the new historical development in the third Plenary Session of the 18 th CPC Central Committee,the party put forward the strategic thought of the governance system and the modernization of the governance capacity,and combined it with the perfect development of the socialist system with Chinese characteristics as the overall goal of deepening the reform.The modernization of governance emphasizes the concept of multiple co governance,harmony and good governance and the law governing by law,which not only embodies the state's adaptation to the objective law of the return to the society,but also the direct expression of the right to the people,and plays an important role in guiding the development of the grass-roots mass autonomy system in China.As the grass-roots unit of national governance,the improvement and implementation of the villagers' autonomy system will inevitably become an important entry point and the only way for the country to realize the goal of the modernization of the country.Because of this,rural grass-roots governance has become the focus of extensive attention and research in the academic circle.As a concrete form of rural social governance,villager autonomy should be the focus of governance research.The effective realization of villagers' autonomy is not only the need to complete the modernization of governance,but also the era of the development of democracy at the grass-roots level and the improvement of the socialist political system.At present,there are many studies on Villagers' autonomy,mainly from the perspective of rural relations,the construction of new rural areas and the functions of the grass-roots government,and few scholars are based on governance.The perspective of generation is specially discussed.Based on the above background and research needs,this paper will take governance modernization as the research perspective,in order to explore the effective realization path of villagers' autonomy,in order to deepen the democratic practice of villagers' autonomy and promote the healthy development of grass-roots democracy in rural areas as a meaningful guidance.Through the method of literature research and case analysis,this paper analyzes and explores the problems existing in the practice of villagers' autonomy and relevant countermeasures.First,under the guidance of the theory of governance modernization,this paper deeply analyzes the endogenous relations between villagers' autonomy and the modernization of governance,and explains the value pursuit of villagers' autonomy from three aspects of cooperative governance,harmonious good governance and endogenous autonomy.Secondly,it analyzes the implementation effect and existing problems of the current 30 years' operation of villagers' autonomy,and focuses on the analysis of the problems existing in the villagers' autonomy from the legal system,externalforce,democratic practice and internal drive power.Finally,the effective ways of realizing villagers' autonomy are discussed from the aspects of clear organizational relations,legal system guarantee,right relief,perfect participation mechanism and stimulating endogenous motivation.Only by exploring a standard of power,clear relations,effective protection and high level of participation can we promote the sound development of democratic system at the grass-roots level on the basis of maintaining the rights of villagers and speed up the pace of realizing the goal of governance modernization.
