Good governance is a process of social management, aiming at maximizes the public interest. It is the best state of governance, and the ultimate purpose of the political system. Explore the road of good governance is the grand goal of the world’s governments unremitting struggle. In contemporary China, however, both in theory and from the structure point of view, and from the view of the process of governance and the external representation of good governance, good governance is in a state of lack. Through analyzing Chinese historical and cultural traditions, Chinese contemporary conditions as well as the internal drawbacks of Chinese administrative system, this state can be explained.By using the research method of integrating theory with practice and sorting the existing literature, the necessity and feasibility of achieving good governance in China can be find out. Based on this, at the theoretical level, the new concept of good governance, good governance bureaucracy, which adapted to Chinese political system can be constructed. At practical application level, by reviewing and rethinking the studying of evaluation system of governance or good governance, the evaluation system of good governance adapted to China can be constructed. At last, through focusing on the Wenling democratic talkfest which is a Chinese innovation of democratic deliberative system, the theoretical value, the practical significance, and the reference function of it can be find out to promote the degree of good governance in China.
