On The Rational Value Of E-government In China Out Of Position And Regression

A brand-new form of society with the higher level technology, information society, is eagerly anticipating the public administration to move toward its second modernization, that is, the realization of informationization modernization. The construction of e-government become into one of the most important act which focus on the conformance of informationization tide, reconstruction of the government, and acceleration of administration. China has invested greatly in the e-government construction whereas the result was not up to the anticipation. According to the rating released by UN, China only got 0.416 on E-Government Readiness Index, and ranking 74th among all the members of UN, even not half of that of America who took the first place on the list. This is a big gap and alarms us. This thesis combines the domestic and foreign scholars to the e-government connotation and the construction mentality literature, obtaining the missing of the electronic government value rationality research will limit the application of information technology and the potential development. Thus the assay proposes to reconstruct the new electronic government value system, in order to impel the development of the electronic government to meet the need of the new public management reformation.This assay altogether is divided into seven chapters. The first chapter is to propose questions. This chapter begins with the non-maturity of the electronic government affairs, and proposes that the e-government's non-maturity lies in the lost position of e-government affair's value rationality. The third chapter is to analyze the related theory about value and the administrative value, comb the pattern of society government and evolution of the core administration value. On the base of the summary of government pattern's tendency and the current national situations, ensures that the core value of e-government value system is"humanism", and impenetrate all aspects of value system. The fourth chapter abstracts the value factor which the e-government's healthy development should contain from the e-government's construction which develops in front at present, and uses it for reference of construction of the e-government value system which guided by the core value of"humanism". The fifth chapter is on the base of theoretical and the real diagnosis analysis of the second and the third chapters. It constructs level system of level, the systematized e-government value ration. This chapter is the focal point of the thesis. It shows that only combined with new system could the construction of new value system play the guidance role. The sixth chapter is precisely to explore and realize the countermeasure of value rational remoldment.E-government values often exist in the form of ideal and its construction is still in the phase of grope, so people hold different ideas about e-government value. It makes it hard to descript the e-government value-rationality accurately even if strives for it also frequently possibly appears like this or such mistake. The academic circles have not been able to study systemly. Therefore I seek for advice from teachers and other scholars.
