Study Of Local Government Execution Power Based On Bureaucracy

With the economical development and the progress in scientific management techniques, as well as the growing complexity and uncertainty of social environment, and increasingly urgent public demand for government services and social management functions, even more pressing public demand for government services and social management functions, China’s local governments are facing the challenge of solving more difficult tasks, and there’s a desperate need to enhance its execution power through strengthening itself. But only supplied by an external force to enhance the execution power, it’ll make excessive consumption of financial resources, and even less effective, therefore, how to transform from within the government, and make a formation of autonomous mechanism to improve the execution power is a subject worthy of study. The article will be based on the bureaucratic system which China’s local governments’ running depends on, combined with the basic elements of Webber’s theory in Bureaucratism and theory of post-bureaucracy, according to the current demand to enhance the level of social services of the country and governments’s own needs to adjustment the structure, to analysis the way of how the force from institutional and technical improvements to develop the execution power of the local governments in China.This paper will mainly through analysis in basic elements and perspectives of Webber’s Bureaucratism, as well as the advantages and disadvantages of the bureaucratic system itself, and through the analysis of the current non-rational bureaucratic system of insufficient phenomena and causes, to explore the path of how to enhance the execution power. This paper is divided into four sections to elaborate: The first part is the introduction part, which is divided into research background, significance, theories at home and abroad, main content and basic ideas, innovation; second part is the theoretical basis, which is to introduce basic Bureaucratism characteristics, the status of implementation of the core concept, and relationship with the execution power, as well as the criticism and improvement of post-bureaucratic theory system, and then to generate technical route; the third part is to analyze China’s current local governments execution power, mainly from the perspective of China’s bureaucratic system and the system starting to analyze the causes of the higher execution and generalization; the fourth part is from two perspective of technology and institution to analyze the cause of poor execution power, to explore ways to enhance the force of execution power of the local governments in China.
