Public Crisis Management System In The Mechanism Of Communication Research

Recently , companied with the growing number of public emergency affairs and the growing demand to the government's function of service , the disharmony between the communication system and the communicate environment are put under the light . To build and perfect communication mechanism in public emergency becomes a hot topic which attract people's eyeball.Chinese government is a huge organization system with several levels, from the state council to the different levels government of province .city county town. The advantage of this structure is to centralize the power, the leader of different levels control the coordinate level. But, it still has its own disadvantage: due to too much levels, the transmission of the information are delayed , the quantity of the information are downsized , the quality of the information decreased ,which results in the low-quality decision -makingFrom the angle of theory, a good communication mechanism can create a good environment which can benefit the emergency management through helping the government to making policy to emergency, control the crisis in a short time .Studying current Chinese emergency management ,we can find that there exists a lot of problem in communication system .such as lacking a independent information management system , lacking of emergency consciousness , and so on .Based on studying a lot of reference books , analyzing relative samples ,and study successful experience of developed countries ,combined with the current Chinese situation , I build a mode of communication mechanism in public emergency ,provide several ways which can strengthen communication mechanism includes: build a good information system, build a good communication system; improve the performance appraisal system of local government and so on .the objective of this paper is to help the government effectively prevent ,control and solve public emergency issues .
