Research On The Emergency Information Communication Mechanism Between Oil Companies And Resident Governments

With the gradual increase in the level of urbanization in China,the production activities of petroleum enterprise have a significant impact on society.Petroleum Enterprise in the area of emergencies treatment is closely related with people's daily life.Currently,due to the petroleum enterprise are not directly affected by the local government's management,it can have a huge impact and heavy price if petroleum enterprise cannot be handled in coordination with the local governments when meet emergencies.In this paper,it mainly studied emergency information communication mechanism between petroleum enterprise and the local governments,analysis of the petroleum enterprises in response to emergencies,how to achieve effective communication with local governments.Through analyzing the current situation of emergency information communication between petroleum enterprise and the local government,the Author found that the problem about the emergency information communication is on emergency management structure of petroleum enterprise and local governments.And then for solving these problems,in this paper,organization design of information communication first was done,mainly to set up an emergency response information center which is a very important condition for communication of information.This emergency response information center can guarantee for information transfer,and other agencies were set up around this center.On the base of organization,analyze the emergency information communication from the information collection,processing,transmission,publication,feedback,share,store and record several processes.Simultaneous analysis of the emergency protection system support information communication mechanism running:Emergency communication platform,legal security system,resource security system,plans and practice security system and evaluation system to guarantee for emergency management between petroleum enterprise and the local government running efficiently.
