Citizen Oversight Of Our Country At This Stage

Citizen Supervision is a necessary request of development of socialist democracy. It has manifested the essence and quintessence of democracy. The study of citizen supervision is an urgent matter and an important realistic topic for the construction of socialist democratic legal state. The effective realization of citizen supervision has a great theoretical and practical significance on pursuing a scientific strategy of development and establishing harmonious society of socialism.This paper includes three parts. In part one, it begins with analyzing concepts of citizen and supervision, sets forth the necessary implication of citizen and historical development of supervision, then, it concludes the basic connotation of citizen supervision. Next, the analysis of features, functions and profound significances of Chinese citizen supervision lays a theoretical foundation for the other two parts. In second part, it mainly talks about exercising, problems and causes of Chinese citizen supervision. It also studies the main problems that exist in the three sectors, namely, subject, object, path and form of citizen supervision. Finally, in part three, it delves further into effective realization of citizen supervision through three aspects. First, to enlarge citizen's political participation and raise the consciousness of citizen supervision, citizens should strengthen their education, foster their consciousness, perfect related legal system and blaze new trails in their political participation. Second, to carry out government affairs to the public and promote the possibility of supervision, citizens should strengthen socialist supervision education, carry out government affairs to the public, found the sincere and moral restraining mechanism of government affairs, and carry out official duty-asking system. Third, to establish and improve mechanism of citizen supervision, enhance the interactive of supervision, citizens should gradually research the effective ways of supervision, establish the stimulation and response of social mechanism, and create a good environment for citizen supervision.
