With the establishment of the market economy system, the direct interference that the government does to the economy will be off the stage, and the financial control of the PBC will be the important means to realize the control of the financial market by the government. The mode for the financial control working is "PBC-Commercial bank-Enterprise", and the commercial bank plays an important role in the financial control, which is the object of the financial control as well as the medium that the financial control works on the subject of the market. The role of the commercial bank will influence the effective implementation of the financial control policy. At present, many elements will be affect the role of the commercial bank playing in the financial control, among which is the improvement of the legal system of the commercial bank is the key. As a result, improving the legal system of the commercial bank is the vital solution to strengthen the role of the commercial bank in the financial control.The article is divided into four parts:Part one is the basic theory about the financial macro control, in which the financial macro control is analyzed theoretically from three perspectives, such as the theory of the effectiveness of the market, the demanding management and economy balance theory, and further more the necessity of controlling the commercial bank according to the current situation is discussed.Part two discusses about the position and role of the commercial bank in the macro control, and it makes clear that the commercial bank is the object of the financial macro control, and the medium for the financial control connecting with the market first, and then it states the relationship between the commercial bank and the financial control, and points out that the commercial bank has played a non-substitutable role in the financial control.Part three makes an introduction of the function and role that the commercial bank has got in the macro control, and it is mainly about the current situation that happens to the commercial bank under three effective means of the control of PBC, and poses the problems that lie in the commercial bank according to the advanced experience in the US.Part four is mainly about how to improve the legal system in the commercial bank in the perspective of financial macro control.
